From sloth unleashed. The guy is playing with a Tomy Waterfuls Ring Toss toy. I know, because I had one just like it. Looks like he's doing pretty well, too.
That 18-inch long thing on the coffee table in front of him is apparently an ash tray. People may have smoked a lot in the 1970s. I'm just speculatin' here.

Oh damn, we had one of these too. I think it was rodeo inspired, and you got the cowboy who floated to eventually get on the horse's back. I think. It's been a long time since I played it.

I had 2 of these games, one was cylindrical and had little balls that fell into cups, and the other was this one. My favorite thing was to push both buttons as hard as I could to get the rings to fly up and float around.

Yeah, I never really "played" wih it, I just made the rings fly all over. I think that guy is actually so stoned, he hadn't moved in three days, he just ....watched.
